One of the most important achievements of the human rights model is that people with disabilities might have an ex-post opinion about decisions on their lives, but can also create the framework, the specific content according to their own preferences. Participatory innovation is one of the available pathways in this development; a process where disabled and non-disabled actors research, develop and create innovative products and services for their communities as equal actors. In this paper, we show what we mean by the process of participatory innovation and how this theoretical concept can be applied in a very practice oriented field of special education, in the development of lifelong guidance services. Finally, we come back to the theoretical concept of participatory innovation, the model of which we propose to develop with the aspect of strengthening empowerment and empowering environment.
