István is a professor of public administration sciences at the ELTE Eötvös Loránd University, Budapest. He obtained his habilitation (2014) and PhD (2008) in law and political sciences from the ELTE Eötvös Loránd University, Budapest. His current research focuses on the legal capacity of people with disabilities, in addition to the organisation and management of public services in local governments. Since 2021, István has been the lead editor of the Hungarian Journal of Disability Studies and Special Education.
